Coronavirus: Information for international students
The challenges posed by the coronavirus present us with many questions these days and, of course, also cause us concern. In order to minimize the risk of infection, the Magdeburg-Stendal University of Applied Sciences asks for special attention and compliance with the instructions.
We ask for your understanding that there may be restrictions in university operations. The office hours of the Service Department for Studies and International Affairs currently take place exclusively digitally. In view of the contact restrictions, we ask you to clarify your concerns by telephone or e-mail.
How will the winter semester 2021/2022 take place?
The winter semester is planned as an attendance semester with individual online offerings.
The AHA+A+L formula and the 3G model (recovered, vaccinated or tested) will apply to all university operations.
AHA+A+L stands for:
A = Keep a distance (at least 1.5 meters)
H= Observe hygiene rules (proper coughing, sneezing and thorough hand washing)
A= wear mask in everyday life
A =Use the Corona warning app
L = ventilate regularly
Quick tests are provided by the Hochschule at no charge for the entire semester. You can get the tests at the library (Magdeburg campus), at the Info-Point (Stendal campus), at the Stura (student council in both campus) or in your department.
We plan to occupy our lecture halls and seminar rooms with 50% of their actual capacity. Please take the seats staggered to keep distance to your fellow students.
We use the ViLogCare system to document attendance and 3G compliance. There is a notice outside each classroom (see appendix for an older example, there will be updated once on campus) on which you must log in with your smartphone before entering the room. You confirm in this way that you are in the room and that you are either vaccinated, recovered or tested.
To protect all university employees, the university is procuring floor-mounted devices to improve indoor air quality and CO2 measuring devices to monitor ventilation intervals.
In addition, vaccination services will be offered at both campuses in early October. The following dates are already scheduled for the Stendal campus:

The hygiene concept of the university is always adapted to current developments. If stricter measures are required, a mask requirement will be introduced as a first step.

How do I get financial support?
According to a statement by the Federal Ministry of Education and Research (BMBF) and the German Student Union (DSW), this will expire shortly. Applications can still be submitted until the end of September 2021. The 57 regional student and student services organizations are independently responsible for processing the applications, which are submitted exclusively online via the established uniform nationwide platform: https://www.überbrückungshilfe-studierende.de/
What if I want to enter from a virus variant area?
For persons residing in so-called virus variant areas (https://www.rki.de/covid-19-risikogebiete) with a particularly high prevalence of mutations of the virus, transport to Germany and entry in accordance with the CoronaEinreiseV are currently prohibited in principle. This also applies to fully vaccinated persons. Exceptions are only possible in very few cases, for example for persons with residence and right of abode in Germany. For students as well as scientists from virus variant areas this means that a presence study or a research stay in Germany for WS 2021/2022 cannot be ensured at the moment. Please note that an entry is also not possible if the German university has already granted a study place: Since entry is not possible, visas cannot be issued as long as a country is considered a virus variant area.
Please inform yourself regularly about the risk classification of your home country.
Does the Corona pandemic increase the standard period of study?
The state of Saxony-Anhalt has set a special standard period of study increased by one semester for students enrolled in the summer semester 2020 and winter semester 2020/21. At Magdeburg-Stendal University of Applied Sciences, this increase also applies to students who were or are on leave of absence in the summer semester 2020 and winter semester 2020/21.
For the summer semester 2021, the special standard period of study for all students is also to be extended by an additional semester by ordinance.
The increase in the special standard period of study will take place automatically for all students in the student administration system. The individual standard period of study will appear on your certificate of enrollment. You can thus use this as proof, e.g. for receiving BAföG benefits.
The subject and university semesters do not increase due to the adjustment of the individual standard period of study.
What about planning for the 2021 summer semester?
Teaching will continue to take place online as a matter of principle. Exceptions for internships and small groups may be granted by the dean's offices.
There will be an open campus. We are once again creating opportunities for learning together and meeting outdoors and in certain rooms - albeit on a limited basis.
What happens to the exams in the summer semester 2021?
The departments decide which examinations will be held as face-to-face examinations and which will be held online. The lecturers provide information about this. For examinations that have so far been planned exclusively as face-to-face examinations, alternatives will be examined and offered where possible.
In addition, deviations from the type of examination planned in the regular study and examination schedule (e.g. written examination, presentation, oral examination) are possible.
Registration for examinations in the summer semester 2021 is possible up to 3 days before the examination with the examiner and can be revoked at the latest on the working day before the respective examination without giving reasons.
The regulations governing attempts from the winter semester will be extended. Thus, failed examinations count as not having taken place and are cancelled. The corresponding framework examination regulations were passed in the Senate (special meeting on 14.6.).
The summer semester 2021 will not be counted for exam-related deadlines (e.g. repeat deadlines).
The Examinations Office asks students who are compulsorily registered and do not wish to take examinations to withdraw from the respective examination.
What do I do if I have internet connection problems and I have an online exam coming up?
If it is not possible for students to take an online exam (e.g. due to poor internet connection), they can contact their dean's offices. The dean's offices will then coordinate the provision of a room at the Stendal or Magdeburg location so that the examination performance can be taken online on campus.
I need to do a project or project work in presence at the campus. Is this possible?
For the period until the beginning of the summer semester, students whose presence on campus is necessary to successfully complete a project assignment or to participate in a project that cannot be postponed may also be present at the university. Compliance with the hygiene policy will always govern. The possibility of being present on campus is done in close consultation with the dean's offices and is evaluated by the dean's offices.
Is the catering provided by the refectory?
The Mensa at the Magdeburg campus has been open again since 15.6.2021. Food is offered to-go. The canteen in Stendal remains closed for the time being.

What should I do if I fear I have contracted the coronavirus?
You are returning to Germany from a risk area or your return is imminent? You have signs of illness that indicate a COVID-19 disease? You had contact with a person in whom an infection with the coronavirus SARS-CoV-2 was detected? Then you are instructed/obligated to:
- immediately contact a physician or the public health department
- inform the work, fire and environmental protection officer Mr. Thiede (e-mail: email@example.com, tel. 0391 886 4678) (obligation to report).
- contact the Service Department for Studies and International Affairs and their department in order to coordinate the further procedure, if necessary to organize the suspension and postponement of the return, so that unbureaucratic solutions can be found without disadvantages for the studies
- stay away from the college campus for two weeks.

What do I have to do if I travel from a risk area within Germany?
There are currently (still) no specifications of the restriction in commuting for necessary travel within Germany, as far as students, employees or professors / lecturers are concerned. However, the examination of the possibility of digital online formats should always be taken into account.
In case of suspicion, the contact investigation is initiated, as in all other possible cases, by means of ViLogCare, which means a direct contact by the health department, which draws conclusions of possible infections and necessary measures (quarantine) on this basis. Due to the interrelationships of commuters in university operations, the specified handling of suspected cases with a high degree of responsibility, mutual consideration, mandatory compliance with hygiene rules and conclusive attendance recording using ViLogCare at the university becomes even more important!
Do I have to record my attendance using ViLogCare?
Yes! The recording of the presence of all persons at the university with the tracing of possible infection chains is a very important part of the hygiene concept of the university and the basis that teaching can take place at all with presence. The ViLogCare system must be used by all persons present without exception.
When do I need a mask to cover the mouth and nose?
Masks are mandatory for all situations in which the distance of 1.50 m cannot be maintained. This also applies to all teaching events. Lecturers are exempt from this if they are able to maintain the minimum distance of 1.50 m from the group. If there is any uncertainty about possible flows of people, especially when entering buildings or rooms, the cover must be kept in place and put on.
What do I do if I have a doctor's exemption to wear a mask?
In events where masks are mandatory, exceptions will only be permitted within the framework of current corona legislation. The reasons and circumstances must be made credible in a suitable manner. In cases of mask exemption, individual solutions must be found in direct consultation with the teachers/supervisors without disadvantaging the person concerned and without increasing the risk of infection for all involved.
Always carry your medical certificate with you in case of queries. Talk to your lecturers/ teachers/ fellow students/ colleagues to be able to organize individual compensation measures without disadvantage. For your health protection, but also for the protection of other university members, a sufficiently large distance must always be organized for you, e.g. by entering the rooms as the last person and leaving as the first. The basic rules on distance and hygiene apply even more in this case!
Do Corona-related deadlines for submitting term papers or theses extend?
Due to Corona, I cannot complete or start my planned internship or semester abroad. What do I have to do now?

Is the library open?
The library is open again. Please observe the usual distance and hygiene rules during your visit.

What other library services can I use?
It is still possible to download literature online or order e-books after registration via https://vpn.h2.de/. The colleagues of the library are happy to accept orders and further questions via e-mail: firstname.lastname@example.org.
Since the summer semester 2020, the library has also set up a literature delivery service. The staff will scan journal articles or book sections for you (in compliance with copyright law) and send the file to your university email address. Please use the form on the library website for this service.

Pro FH e. V and Förderkreis help students in need
Affected students of the University of Applied Sciences Magdeburg-Stendal can apply to the support organizations for support through the aid fund and receive a one-time payment of 450 euros as a contribution to their living expenses.
Who can apply?
All students of the Hochschule Magdeburg-Stendal who are enrolled in the summer semester 2020, who are in a financially difficult situation and who do not receive Bafög, can apply. However, there is no legal claim to a financial aid.
What documents do I have to submit?
Your application should include the following:
- your personal details (name, e-mail address, telephone)
- the current certificate of enrolment (summer semester 2020)
- a brief description of your situation (why you need the grant)
- evidence of loss of earnings due to the pandemic
If the information provided is incorrect, the money paid out can be reclaimed.

Is there a deadline for applications?
Applications can be submitted from 20 May 2020. The first jury meeting will take place on 28-29 May 20 and the first distribution will take place at the beginning of June 2020.
Applications can also be submitted in June. Depending on the available funds and further requirements, there will be a further selection on 29-30 June 2020, so that another grant to cover living expenses can be paid out at the beginning of July 2020.

Foreigners Authority and Residents Registration Offices
The Foreigners' Registration Office Magdeburg
From 27.04.2020, the Foreigners' Registration Office will only be open again for customers with an appointment.
Currently, the Foreigners Authority sends numerous appointments to customers who contact the authority by mail or e-mail. Appointments are made for the recording of biometric data for the issuance of residence permits or other identity cards and for the issue of documents. All other matters relating to immigration law will continue to be dealt with only in writing or by telephone.
However, your applications will still be processed. Please note the following information:
- Please send applications for the extension of your residence permit by mail or e-mail firstname.lastname@example.org or drop them in the mailbox in front of the entrance door of the Foreigners Authority
- The continuation of your residence permit will then be sent to you by post. Extensions of tolerations/permits will be handed out in your accommodation or also sent by post.
- Declarations of commitment, passport transfers are currently not applicable
- Consultations are provided exclusively by telephone or email contact. In urgent, unavoidable cases, please contact us by e-mail email@example.com or by telephone.
The large number of applications and inquiries received by the Aliens Department are answered promptly and usually by e-mail. If you are waiting for an answer, please also check the e-mail inbox in your spam folder.

The Residents Registration Offices in Magdeburg
The Residents Registration Offices in Magdeburg are closed from 23 March 2020. Requests can be made via e-mail: email@example.com and individual (emergency) appointments can be arranged for the Residents Registration Office in the street Leiterstraße 2a. For matters that cannot be postponed and which require a visit to the Residents Registration Office, citizens can ask for an appointment by telephone or e-mail. For urgent matters, staff members will be available via the e-mail address firstname.lastname@example.org or the Citizens' Hotline 115. The hotline takes a ticket with the request and contact details. In any case, the person requesting an appointment will receive feedback as to whether an appointment is necessary or not. The appointment will take place at the Residents Registration Office in the street Leiterstraße 2a.
"Regular operation under special conditions" will start on 20.4.2020. Teaching takes place online and will run according to a coordinated timetable specific to the course of study. Although teaching continues to take place online, in some cases face-to-face courses (to teach practical skills and abilities) are possible. Which courses (i.e. primarily selected laboratory courses with priority for the final year classes) take place on campus is determined by the departments together with the university administration. You will be informed about this by your departments. Please understand it as an offer so that those of you who wish to complete your studies quickly can do so. There is no obligation to participate. The postponement/advancement of certain modules from/into the winter semester 2020 cannot be ruled out. Also conceivable would be practice-related projects in which not only teaching content is imparted but also a contribution to overcoming the crisis in the country. Workspaces in Magdeburg and Stendal
In addition to the workrooms in the library (see box library), ITM also provides such rooms. In summary, the opening of the rooms listed in the document is scheduled for Monday, 11.05.20. The use of the rooms will be possible from May 12th between 9 and 15.30 hrs.
